Levitan provides oversight of the organization's business, market position and relationships in the region. This entails developing the overall strategy, marketing and project planning efforts of the Science & Technology business in the Region. He directs the Baltimore staff on all aspects of development at the Science + Technology Park at Johns Hopkins. Mr. Levitan has an extensive portfolio in large-scale, multi-use developments, specializing in university-related research parks. Most recently he was the Executive Director of Real Estate Development for Georgia Institute of Technology and Vice President for Real Estate of Georgia Advanced Technology Ventures, Inc. Mr. Levitan holds a master of architecture in urban design from Harvard University, a master of arts in conservation studies from the University of York in York England, and a bachelor of architecture from Louisiana State University. |
Michael S. RosenSenior Vice-President New Business Development |
Rosen is responsible for developing marketing strategies for Forest City's biotech projects across the United States, including the Science + Technology Park at Johns Hopkins. He also serves as Forest City's liaison to the life science industry developing ongoing day-to-day working relationships with Forest City's biotech/research clients and establishes contacts with other prospective emerging technology prospects. He holds a BA degree in international relations from Beloit College, and an MBA degree in international business from the University of Miami (Florida). |
John M. LeckerSenior Development Manager |
Lecker is responsible for overseeing and managing project teams and projects from conception through design, construction and lease up. Mr. Lecker directly oversees or works with other development team members to manage the financial analysis, permitting and approval process, design, construction, financing and leasing of projects. Mr. Lecker maintains close contact with the tenants and their project management team to ensure that all tenant work is coordinated with the base building, responsive to lease requirements and Forest City objectives, and is carried out in such a way to promote long-term harmonious relations with the tenants. He is also responsible for coordinating with public entities and establishing infrastructure design standards that are consistent with and responsive to the surrounding community and various building types throughout the Science + Technology Park at Johns Hopkins. Prior to joining Forest City, Mr. Lecker held various positions within the design, construction and real estate development field over the past 14 years. Mr. Lecker holds a bachelor of science in architectural engineering/construction management from the Pennsylvania State University, and is a Project Management Professional (PMP). |
Joseph WelkieSenior Construction Manager |
Welkie is responsible for management of residential and commercial construction. He provides construction oversight of all general contractors and their activities and coordinates efforts with inspection and testing staff, field and project A&E representatives, utility companies, owner's independent contractors and tenant representatives. During the course of his 30-year career, Mr. Welkie has been involved in major commercial real estate construction projects throughout Maryland. Prior to joining Forest City, was a senior vice-president with Bayview Enterprises where he provided project management and consulting services for numerous construction projects. Mr. Welkie holds a bachelor of science in civil engineering from the University of Maryland, College Park. |
Andrea M. GarrisDirector of Inclusion |
Garris is the Director of Inclusion for the Science + Technology Park at Johns Hopkins and the New East Baltimore Community. She holds key responsibilities for day-to-day coordination and management of the Forest City-New East Baltimore Partnership's interface with the local community, including its commitments to economic inclusion, its communications with neighbors and other community members, and the management of programs designed to build links with the community. She also assists in managing the Partnership's development responsibilities. Ms. Garris holds bachelor of arts and is a candidate for a master's degree in city and regional planning, both from Morgan State University in Baltimore. |

Hurley is the Development Associate for Presidential Partners for the Science + Technology Park at Johns Hopkins and the New East Baltimore Community. Mr. Hurley has extensive experience conducting financial analysis, and has worked in the real-estate industry for the past 5 years. He performs in-depth real-estate financial analysis and valuation of office, retail, multifamily, lodging, assisted living, and industrial properties in Maryland, Virginia, and Washington, D.C. He has a Masters of Science in Real Estate from the Johns Hopkins University Carey School of Business, a Masters of Public Administration from The American University School of Public Affairs, and a bachelors in business administration with a concentration in finance from Howard University. |
